Thousands of hours is kind of an exaggeration. It takes some work, but with the TTK update/expansion it definitely doesn't require you to play it obsessively.

They do this with every game, Witcher 1 and Witcher 2 got loads of support. Support which culminated in Enhanced Edition, a free upgrade to anyone who owned the game. CDPR are in a league of their own when it comes to support.
Swat 3 and Homeworld are actually extremely well regarded. Either of them being named Game of the year when they released isn't exactly unrealistic. Swat 3 and Homeworld were amazing games, visually, gameplay wise and at least in Swat 3's case; Amazing multiplayer.

The games that release annually are set up in a way that generally far more than one year is being spent on that game.
