The framerate and responsiveness of the controls on the PS4 Open Beta painted a very negative picture, even if I definitely liked what they were going for with the game.
It always happens with games announced at a consoles unveiling. Deep Down might come but I'm definitely not holding my breath.
Gears Ultimate is only doing 30fps in the singleplayer, the multiplayer is what runs at 60fps. We don't know the resolution or frame rate for Quantum Break, and to clarify I don't think that matters a whole lot as long as the game looks good and is fun to play.
No Uncharted won't be 60fps in singleplayer. It may be in multiplayer as those games always dialed down the visual fidelity in multiplayer (I'm not saying it was ugly, it was just obviously dialed down)...

What I always find amusing is how 60fps is a worthwhile thing (Obviously, no one can deny that now). Yet a few years ago when the only place you could consistently get 60+ fps out of games was on the PC, it wasn't necessary or nobody can "see" 60fps. It's always funny how things change with console only people.

For all we know, what he means by "Offline" is simply a locked lobby where others can't join thus it's "offline".
