You mean overall system performance. It seems fairly obvious that Wii U's overall system performance is not significantly greater than PS3 or 360. I said before it is more like insignificantly faster than 360/PS3.
Wii U has strengths and weaknesses but like a lot of things, the lowest performing aspect will effectively limit maximimum performance in the end.

By 2013 Windows 7 and by extension DX11 cards will be over 4 years old.
Realistically you can keep hardware that long but by then you would wanna think about improvements.

The Wii U CPU is not 3 times faster than 360/PS3. It was rumoured several months back that Nintendo were using a CPU based on Wii's processor.

If I had to estimate the GPU, I would say it is a custom part (obviously) with features and specs taken from a variety of existing AMD GPUs.
I would say it is quite like the E6760 embedded GPU, but with much lower clockspeeds, and the 32mb eDRAM on die that we know of. It is gonna be some odd hybrid with bits n pieces chucked on/removed from the mainstream Radeon series.
