My guess is that they are choosing to use the word “and” as a replacement for the word “up to” because it is less obvious. This is a complete guess though and could be completely wrong. I would love to hear feedback from others who may be more in the know.

@DeadmanMMX. I don't recall the OG Xbox UI (minimal as it was) sharing the UI with the 360 at launch. Likewise I do not remember the 360 sharing a UI with the Xbox One at launch. Each generation provided an upgraded the experience or at the very least attempted to. You are correct that they are different approaches, but I prefer the approach that provides a new experience unique to a next gen console rather than sharing the same experience with the previous gen.
So do I, but no GAAS.
And that is the problem IMO. A new and shiny next gen device should be unique and stand out from what came before it.
My interest in this game went from nearly non-existent about 6 months ago to very interested in the last few weeks. The game and what they have shown seems to improve almost by the week.
Started boycotting after 2K18. Seems it is making little to no difference:(

Agreed @bornthisway a reviewer should try to remain objective. Like I said, I have not seen much of him and thought maybe he would appear less bias when he got his hands on a PS5. I didn't know the bias is a reoccurring theme. Thanks for the responses as negative comments make more sense now.
Game went downhill for me when THQ went under.
Disagrees are cool and all but I am asking you to educate me. Is there something about the guy I do not know or that I am not seeing? I haven't followed him long but have seen recent reviews. I personally prefer Yongyea but Austin seems fine.
The largest most sickening jump to over monetization was 2K18 when they began fragrantly tying MT into player progression. So much so that the game is not enjoyable unless the player buys at least $20 in virtual currency at the very start.
