How many development studios does Rockstar have? How much money do they have? I can guarantee you each answer to those questions is "a lot". Your point is moot.

The game runs decently now...more optimization is clearly going to happen.
Plus in the next year or two as the game reaches release PC hardware will be more able to cope with the requirements of the game.
In two years time my GTX 1080 that runs the game flawlessly will be mid-range by then. Think about that.
No, it's at it's 5 year mark...two years behind the development time for GTA 5, a game that started with massive budgets and dev teams and assets already built out.

Looks great, amazing what they're accomplishing. Hopefully they'll be wrapping the major stuff up in the next year or two. Considering this all started from SCRATCH with no major budgets or teams of developers...this game is looking phenomenal.

This was with a developer that ALREADY had MASSIVE staffing, MASSIVE budgets, a TON of resources to build off of (art assets, engine) and wasn't a fraction the size of this game.

What happened is the lack of reliable (most cause more bugs) and important (major issues are still issues) updates from the developer and their continuance of letting cheaters roam free.
Nah, the issues players have with the game have been an issue for a good while now and have been KNOWN issues for a good while. I HIGHLY doubt this has anything to do with Xbox. People are just tired of a developer that's raking in money and popularity to only let major issues continue on without improving them in a TIMELY manner.

I'm sort of surprised by the staying power of the game to be honest.
Like, it's basically DayZ minus all the tedious minor stuff in ~30 min matches. It's fun! Now, sure, I was a little use to the overall game from previous experience with games like DayZ and Breaking Point but I enjoyed the realism and looting without having to worry about losing a 3 week old character and progress instantly just cause I looked left instead of right. Ya know?
