While it seems weird to not includes the disc in collector's edition, the reason is actually super simple, because there are digital only PS5 out there.
Honestly they have business reason to do this as well. Think about this, if they release everything at launch, people who only wanted to play the co-op campaign can just buy one month of gamepass and be done with it, can unsubscribe next month. If you release only a portion of a game, and then tell you there will be new content every few months, you would subscribed for a year of gamepass before you know it.
It is sad but that's just how most MS games will work from now...
