If you already have a PS4 and a 4K TV with HDR10 support then why would you be waiting for the 10th Nov 2016?
Yes, I do know that is when the PS4 Pro releases. but if your 4K TV does not have HDR10 support the PS4 Pro won't help.
If your machine is still under warranty then get it seen too, otherwise you may have to consider a new machine or repair. You could check with some gaming shops to see if they do repairs. Some (EB Games) are quite reasonable. If the problem you have rarely occurs then I would put up with it.

My PC has an inbuilt graphics capability on its motherboard (GX_Z170M_D3H) and while it is not that powerful compared to the latest graphics cards that you would have to slot into the motherboard anyway it can actually output 4K at 30fps. Obviously to get the extra effects that higher end graphics cards are capable of I would have to purchase one and for me who is not a PC gamer that would be just a waste of money.

Assuming equal peripherals such as controller, keyboard and mouse and good internet connection, graphics are very much a secondary consideration although frame rates are important for fast moving games. What is of greater importance is the player's skill at the game.
If you had a skilled player on say a PS4 with a reasonable display playing PvP against a slightly less skilled player on a PS4 Pro using a 4K display the skilled player will win most of the time.

If CoD had paid DLC that IMHO should have been in the game to start with then I would be against it as well.
I am well aware that some people say that it is their money and they can spend it any way they want to. I would be the first one to agree with them but by paying for unnecessary DLC they are effectively spoiling it for future gamers. Pretty soon we will have "pay to Win" which will effectively kill on-line multiplayer games...
The problem with DLC is that some are good and offer excellent value (example: The Witcher 3) while others are simply a cash grab by the publishers withholding what should have been part of the original game and selling it as a so called extra experience to some gamers who are too stupid or gullible enough not to see it for what it is.
