I have 16GB of DDR4 memory on my Desktop and I could go to 128GB if I wished, however even when running the most CPU and memory intensive programs I rarely go beyond 6GB memory. In fact, most of my memory utilization of about 280 processes is normally under 3GB.
BTW. I don't run Microsoft anything on my machine unless it's in a virtual machine and even then rarely.

I have tried and for some reason, I just can't get into the newer games and the graphics have improved considerably, maybe they are not "Tomb Raderish" enough for me anymore. The thing is PS+ is not just about the free games it is also about online access and game discounts as well. Obviously, if you only play offline and don't like the discounts, then I guess PS+ is not for you. Of course, you could always try Microsoft's console offering but there is little to differentiate since you have to pay for "Live" if you wish to play an online game.

If the fan in your PS4 is fairly noisy then:
a) If your PS4 is still under warranty get it replaced.
b) If you have your PS4 in a dusty place then it would need regular cleaning.
c) The thermal paste in your PS4 is breaking down. The thermal paste is fairly easy to replace - see Youtube.
Leave it for too long without doing anything and your PS4 may fail.

For those people who are upset over not having an optical out from the new PS4 slim, why did you not purchase the original PS4 there are plenty still around? In addition, the CUH1200 model (ie. current model) is very quiet.

A word of advice here.
There is a format war going on at the moment with two competing High Dynamic Range (HDR) formats. You will need to know what HDR version (ie. HDR10 or Dolby Video HDR) your TV supports (some do support both) and what is going to be supported by either the PS4 Neo and/or XB1 Scorpio (possibly HDR10 for both - definitely check though). Get it wrong and you may be in for a disappointment.
