You mean like Sony showing in enginw of UC4 with awesome graphics running at 1080p and ultra smooth 60 fps? And then delayed to Spring 2016 and is actually just 30 fps. I take your ans is yes.
DC doesn't do much other than look pretty and runs at 30 fps.
The black screen is like 1 ms that cuts from one frame to the next. It's not even a loading screen.
In some cases, the frame rate is worst because the emulation forces v-sync while the original X360 introduces a ton of tearing. However, things like load speed and loading time are much faster as well as much reduced in pop-in. Also, you probably read it from DF, which highlighted the bad stuffs while negating the positive stuffs.

The lighting and shadows are pretty amazing. It's shadows everywhere, makes sense, and looks realistic.
VRAM stacking is true, but it's a feature that games would need to use. It's not automatic.

That's ok. Underpromise, overdeliver. Better than showing flawless, fake 1080p and 60fps, delayed until 2016, and only hit 30fps.
