They didn't say exactly how they're server is being affected capacity wise. That said, it can be a number of things that casing the sever issues.

The more separate individual server you have the better it incoming pinging will be as oppose to having one big sever taking in massive amount of pinging. Ok, that's one probability.
I willing to bet one of the reason evo/sony stalling on releasing DC due to the long resolving & finding out the cause of server issues which became a financial crisis for them.
