I think the incentive with best multiplat performance and 4K is a big one to entice many gamers, but as Phil Spencer already statet: They still expect that Xbox One S will lead the Xbox hardware Sales as it is the cheapest way to enter Xbox gaming.

All the marketing MS needs is: The place to play the best version of multiplatts on console is Scorpio. Best promo possible as we saw with PS4 during the first 2 years. There is no need to burn money and they will invest it in infrastructure and 1st/2nd party instead.

There wouldn't be a point in doing so. By 2018 there won't be any hardware available at console price that gives a significant boost in power. It would be a little more powerful than Scorpio but no generational leap.
Hardware at new node processes and with more power might be at reasonable price in 2019/2020.

Since Sony made Playstation fans going through that last year with the Pro I think MS took that as a warning and made that spec part available in the Eurogamer/DigitalFoundry interview before E3, so we can focus on games.

Alpha ring insiders are the direct communication line to hear direct feedback from the community. How is co-developing the console-OS with direct customer feedback a bad thing?
The insiders are fully aware of the possible stability issues and also are covered by an extended warranty for insider update realted console damages.

The point of the insider program is to loop the customer into the development process and to get direct feedback on features and improvement wishes. The goal is to cut out the middle man and directly get what the customer wants. That is what is so great about the program. Of course every insider knows that there might be stability issues; you don't sign up without knowledge about possible consequences.
