What kind of logic is that?!!!! When Disney acquired Marvel & Fox, it didn't "have to" promise to provide its contents to other platforms forever (it did honor its contract with Netflix). Apple doesn't "have to" promise its products to competitive platforms like Android. So why MS "has to" promise to offer its contents to its competitor(s)?
I think it's too late now for "need to do" now. If SS does repeat the same mistake of Avengers (which has a very high possibility), the game is already set in "code" by now.

"Syndicate‘s world, stealth, and combat are Assassin’s Creed at its peak." I think that honor belong to Black Flag! Black Flag & Far Cry 3 are the absolute best games in Ubisoft history. Everything since are just trying to copy those same formulas (Mario+Rabbids on Switch is the only exception).

Tencent is not allow to make those mega investments outside of China now, by the CCP government. The Chinese government is actively compressing, forbidding, even persecuting anyone who is trying to make those kind of foreign investment.
MS DOES have a AR/VR product (or in development now), that product is not for XBox or any commercial use. It is a dark project (defense project) with US Pentagon & UK Army. Who need to sell to us humble gamers when this product is selling to US & UK governments?
HoloLens is a black project (defense project) now. There may no be a consumers product until 2030 at the earlist.
While we gamer are shooting virtual enemy in game, MS AR/ VR product may one day be used to shoot real bullet at real people.
