If this is Microsoft paying a little cash in order to get devs to put in their full effort on X this is a smart move. If you have any advantage it's in your best interest to exploit it. Microsoft should be doing this to make sure the difference in power is clear. I would send teams of engineers but my understanding is the manufacturers already do that.

Both Microsoft and Sony make extensive changes to the base parts AMD licenses them. That's why they are called semi-custom. If you remember back when PS4 was launched AMD actually released an APU based on its APU. So the chips are different from what AMD normally sells. Jlove I also forgot the standard and Elite controller on Xbox are far better. The PS controller has never been a comfortable fit for me. And Sony has no answer for the Elite. So peripherals are definitely in Microsoft's favor.
