Although I find Resistance 1 to be the best in the series, R3 has great gameplay and THE best SP campaign of '11 out of all the ones I've played (haven't played enough of KZ3 and Crysis 2).
HR's hovering around 1.8 million on VGChartz so I'm not sure where your getting the "2-3 million".
Despite finding the game to be amazing, it's still a disappointment from a commercial point of view. Even though calling a Patcher an "analyst" doesn't make sense, him hyping the game to sell around three million and then selling about half of that shows MS' expectations were not met.
I'd recommend any TPS fan to try AW though.

Obsidian does deserve more credit. KOTOR 2 excels in most aspects from KOTOR 1. I still have to play New Vegas.

You mention pre-order in your title as well. Normally when I see/hear of people unsure of whether or not to pre-order, it's normally telling that throwing down $60 should be held off until a better time. Although it sounds like you enjoyed the beta, it might be safe to wait and see what the reviews have to say about the entire game. Perhaps there's something positive or negative that they point out to you that's important to your overall purchase.
Developers' bonuses are held to ransom because of the 9.0 review score hiatus we've been in for most of this gen. They've never been more relevant; and what's worse, they're being made more relevant by the wrong people. Some honest reviewers (gamers like you and me at the end of the day) have been fired because of questionable review scores.
