I don't believe you know what you're talking about. You'll be needing to change the config in DSfix to change framerate, not the ini files. Even then, anything above 60 runs the serious risk of the ladder glitch. Should really be playing at 60 or even 59 locked just to be cautious. Rolls become shorter, bonfire glitch, etc.
Not to mention that when playing multiplayer you get speed-hack effect relative to other players using lower framerate
Framerate on console will always be up to the devs, not hardware manufacturers. Sony could make a machine easily powerful enough to handle 60fps, but some devs will just use that CPU power for other things and cap the framerate to 30.

Japan does not allow guns to be owned or carried by civilians whatsoever. Even police officers must carry their pistols on a lanyard so that no one can steal them. It's fairly well known that even the yakuza have trouble obtaining guns on the black market there.
Airsoft weapons of extreme likeness to real guns, as well as other model guns are enjoyed by a burgeoning gun nut otaku culture, though.

Honestly, it isn't like any of the services cost an arm and a leg. At most a single sub is the price of a full game once a year, and this will be like a full game once every three years.
They don't actually have that kind of capital. I don't know where you got that idea, but I'm willing to bet it wasn't a reliable source.

Contrary to popular opinion, the release version of the game never really had purchasable microtransactions, they were initially put on hold because of the outrage prior to release.
They've been trying to fix their mistakes since day 1 but continue to get crucified nonetheless.
