Microsoft has had 1 exclusive game that has broken a 90 metascore this gen (Forza Horizon 3, I believe with a 91). While metascore isn't everything, it is usually indicative of quality. If you're not in love with racing games, you're out of luck when it comes to high quality exclusives on Xbox One.

If you have Prime, tell the how dissapointed you are in their service (if it doesn't deliver on time), and tell them you're going to Vance your subscription and spread the word about inconsistency. I was actually curious of that myself so I did that math. I added up all 92 review scores, then divided the result by 92 to get its average... the total was 94.5ish, so I'm not really sure what's going on. Rechecked my math multiple times and everything.
That would be tough to do, I just recently counted and Last of Us had over 40 perfect scores. God of War is sitting pretty with 31, so it still needs quite a bit more. God of war has always been one of my favorite franchises (and was, at one point, my favorite of all time until the Last of Us). To answer your question, no, it's not like Horizon: Zero Dawn. I suggest picking it up. It's one of the highest rated games of this generation.
I personally enjoyed Horizon aplenty, it has its faults (like anything), but the pros severely outweigh the cons. That being said, God Of War will be a completely different experience in terms of gameplay, setting, and story. Different entirely.
I wouldn't say Xbox deserves anything, the fans do. Xbox will deserve good first party when Microsoft trusts their devs to have some more creative input, instead of churning out the same franchises over and over.

I honestly don't trust the metascore of three different IPs; Zelda, Mario, and GTA. I've bought the Nintendo platforms in the past because of extremely high reviews for some of their franchises just to be let down (with exception to OoT). A game can still have mass appeal without being multi console (remember FF7?). It's more a matter of presence and content. I'm personally more interested in DQ than MH, which is why I haven't gotten MHW, but overall, the Co-op live action will more than likely have a larger base than a turn based RPG in this day and age. It's one thing to say their growth year on year is better than other consoles (if that is indeed the truth), but that doesn't make it the best performer. These game analysts and marketers are just as bad as politicians, twisting words to fit their narrative.
