I would imagine these are legacy parental controls that only came up because of 360's stronger control offerings- for example, these same controls probably also handle at some level whether users can see adult content, recieve more adult-oriented advertising/contant (as in not porn, but from proper channels.. like toys versus financial counseling), and so on and so forth.

As said above, the best way to deal with griefers is:
1) Mute them. Don't leave the game, don't stop playing, just mute them. If they're actually affecting gameplay, just do your best until the game ends. You still get Achievements / Points / etc.
2) Report them. After the game, either in the lobby or from your list of recent players you've encountered, leave bad feedback and/or report them. Enough bad feedback, and they're banned.

I'm a massive Bungie nerd, and at the rate H3 is going, I don't think I'll care if I ever touch Halo 1/2's multiplayer again. H1 campaign I'll replay, sure...
But from the controls, to the weapons, to the maps... it's all just better. And to heck with the naysayers- it's incredibly pretty and the framerate / animation is always incredibly smooth.
