Well if you referring to the title then yes.
Developing a handheld which seems to match the PS3 in a portable space could have cost a LOT of money. Think about custom building parts, shrinking components, controlling heat, etc...
All that research and development to create such a powerful handheld could have ended up costing a good amount more than it apparently did.
I'm excited for the Vita, can't wait to see the launch lineu...

They have tested the water before with the Eye Toy and PSEye, both being successful in their own rights.
It seems Sony realized some gamers want motion control/camera integration. But not all gamers want it. So they make it optional like you see with their big releases.

I personally chose KZ3 over LBP2 and Motorstorm. Was on a tight budget and had to decide. But for the game to be selling damn near exactly the same as KZ2 with the plethora of games during those months is a sign the series is healthy.
I just renovated my room after finishing college. 21 years old. I game on a 32 inch non flat screen SDTV at the moment. Cuts off the corners in the majority of games I play. Also can barely read the text. But I make it work because I don't want to just "blow" my money on a HD TV at the moment.

Still recommend trying out glasses 3D. It is a bit different from auto stereoscopic 3D technology used in the 3DS.
Plus your TV wont move like the 3DS does in your hands causing your focus to shift, inducing that queasy feeling.
