Both of these regulations seem weak to me. I get why they might want the options to exist, but fans of this game need to bombard MS and make them articulate 1) why these are "regulations" and 2) why they can't be waived for this game.
There are many issues with trying to connect to modern TVs with just the original composite cables.

We see this all the time in a variety of business. Media and publication chatter and buzz are just as important to soliciting potential acquisitions as is sending out your own feelers.

Apparently it was referenced that the Steam client was a system requirement, but I'm not sure if anything was officially promised. There is the fact that the Epic store didn't even exist back then too.
That's still a technicality that Deep Silver shouldn't fight in my opinion. If people were led to believe its release was on Steam, then refund them at the very least.
