Yes it is far better to talk about having awesome games that you can't talk about yet than it is showing games.
The only reason Microsoft do this is because hype for new games begins to die after a few months (unless they are really good).
They don't want people to scrutinise the games too much before deciding to buy.

PS4 has a built-in power supply, it always has.
They should be fine with the amount of optimisation that console games get.
This isn't a fat, flabby, unoptimised PC remember.
With a PC you require far more headroom with regards to power.
Neo doesn't need to be as powerful as Scorpio, its an enhanced PS4, not a new platform.
Neo will play all PS4 games with increased resolution and framerate nothing more.
Scorpio will play improved XBone games and games specifically designed for it alone.
Neo is PS4+, Scorpio is XBox Two. They are very different strategies.
