PS4 will outsell Neo up until PS5 launches, because it's cheaper and powerful enough for most people.
It is nothing like upgrading from PS3 to PS4 as it plays exactly the same games from the exact same disc.
I'll get a PS5 at launch (as I have since the original PlayStation). I won't be getting a Neo at all.

I think it's more likely that developers focus on the 40+m standard PS4 owners already out there and don't bother to do much if anything to the Neo version.
Nintendo NX is not for adults. Most adults above 30 don't have any desire for a handheld at all.
