Scorpio is a very different concept. All PS4 games will always work on all systems, Scorpio has no such policy in place.

It's more than twice as powerful as PS4 so of course frame rates can be improved (if targeted by the devs). The extra power can be used in any way they see fit.

The extra power can be used by the devs however they choose. Of course the Pro can display all PS4 games at 1080p 60 f/s if the developer chooses that route, but some may prefer to focus elsewhere.

There are 40m + PS4's out there and all Pro games have to run on PS4. They will build games for PS4 and enhance them afterwards for the Pro.
It is simple logic and there is no other way to do it. PS4 (standard) is the core Playstation experience and that wont change.
