They hope there isn't a future in VR gaming. If they are wrong, they are in serious shit.
It's ridiculous to release seriously underpowered consoles and expect devs to struggle with them (especially when the user base is so poor).
If you make life easier for the devs, they will repay you with lots of titles. If you make it a slog to produce anything at all, they're going to go elsewhere.
Nintendo should be worried on both counts then.

Only MS won't be making Scorpio-only games. They have stated that 3rd parties can if they choose to.
That is the big difference in the two strategies.
Handhelds are for kids, it's not really Sony's market. They should pull out for good and concentrate on home consoles.
They made a good effort to reach an older market with Vita, but it just wasn't there.
It's just not that exciting I'm afraid. We know the general details of what it is likely to be, the rest is just filling in the details.

That would depend on how "off the shelf" the components are.
If the Neo drops any custom tweeks and just uses standard PC parts, then it could easily be upgraded with very little time required.
I think both Neo and Scorpio will struggle. It's too late in the cycle to be offering upgrades. By the time Scorpio releases everyone will be waiting for the real next gen machines.
I've bought every PlayStation on day one since the original, I have no desire to get a Neo whatsoever.
