Actually, I don't believe a localization has been ruled out. From all that I've read, there doesn't seem to be any confirmation one way or the other. Since Sega is doing some internal restructuring, things could go one way or the other. When the Vita was first being shown off, Toshihiro Nagoshi had a running demo scene of Yakuza: Dead Souls (aka Ryu Ga Gotoku: Of The End) and was talking about how powerful the hardware is and how he is looking forward to working with it. Ah I seriously really want these. For some reason on my 80GB backward compatible PS3, Yakuza 1 locks up at one point in the main story so I haven't been able to get through the game again. It is an unfortunate situation, but its true. I can understand where the frustration comes from. There are certainly a lot of characters that I'd love to see from other publishers, but the odds of them appearing (at least at release) is slim. Publishers want their new upcoming games to get as much publicity as possible. That means that for Superbot (and to an extent Sony as well), they have to play nice or risk not getting any characters from that publisher at all.

Yeah I'd have to agree and raise one other point here. For Sega, who is in a decent financial crunch right now, it's strange to see them willing to spend extra money and manpower on something like this which seems to be a potential financial risk, given no knowledge on it's possible sales figures. My guess would be that Nintendo of Japan is fronting the bill, or at least a big part of it. I really doubt that much of the code used on the PS2/PS3 version of this would be very useful...
