You do bring up a very good point in that MS should make better use of the Halo Engine by branching it outside of IPs outside of Halo (take a page out of Guerrilla Games' book with what they've accomplished with the Decima Engine).
Unity (in more ways than not) is better suited for mobile games. The Halo Engine would have made for a far more suitable engine for a game like Recore.

More bullshit PR spin. Spencer and company don't have jack squat planned in the means of genuine XB1 exclusives for coming E3 and so forth.
All they're more than likely going to do is announce some new gimmicky BC features for XB1 and Scorpio, a few timed exclusive indie titles, along with giving concrete release dates for the games that they've already announced years back (Crackdown 3, State of Decay 2, Phantom Dust Remaster etc..).

Sunset Overdrive didn't hit other platforms (i.e. PS4) because Sony refused to fund development for the game unless they owned the IP. Also, the game never landed on PC because Insomniac develops primarily for consoles. Their previous IP "Fuse" never landed on PC either.
When you factor in the date in which it was released (right around holiday season stacked against several AAA sequels), Sunset Overdrive performed satisfactory. Especially as a new IP.

Exactly. RE7 is a good horror game but it's not a genuine RE title. It's essentially an amalgamation of Capcom's favorite first-person horror games. The derived elements from it's predecessors such as P.T./Silent Hills, Condemned: Criminal Origins, Outlast, Amnesia, Alien Isolation, etc. are clearly evident throughout.

Good likelihood that this is the case. Judging off Fable Legends, the talk of Crackdown 3 having trouble development and now Scalebound. The common denominator is that Win10 was announced/implemented way later in the game's development.
The entire XB1/Win10 crossplay integration system feels like an entire afterthought, which is causing development cycles more harm than good. Almost makes you fearful for State of Decay 2.
Phil Spencer is the cancer that is slowly eating away at MS in the way of 1st party exclusives.
