In my opinion the secret ingredient is sound design. Clever use of sound to draw the player's attention and subtly hint at the horrors that await is a fantastic way of building tension.
Amnesia: The Dark Descent is the most terrifying game I ever played, and the creaking floorboards and heavy breathing of the horrific monsters set every one of my sense on fire!
The last generation went on for a long time - too long in terms of hardware advancements - and now that we're a good couple of years into this generation it's frankly about time developers attempted to harness the full capability of current gen without dumbing down for compatibility with the previous gen hardware.
The only limit is the creator's imagination. Future settings are great because they allow creativity to thrive.
Completely agree with most of these, although camping is often screamed at you when you're NOT running around blasting everyone in sight like your pants are on fire.
Remember building with a mate a thin wooden board with old table legs, positioned exactly at the screen split, to try to avoid the spying issue when playing Goldeneye. One person would lie on the floor below it, the other on the board. Needless to say, it collapsed. Good times :)

No doubt the hype is there, and for good reason. I think what the article is essentially saying is that with such hype comes great potential for disappointment...especially as it sounds like they couldn't resist the urge to tinker!
