I would say selling a new system with hardly any new exclusive games, but dedicating so many resources to play old games is gouging the customer. You basically bought new hardware to play old games that are collecting dust.

A locked frame rate (say at 30) does not guarantee it will always be 30. However it wouldn't ever go above 30.
With the boost, it will be more likely to stay at 30... But it will not exceed 30.
Sony has already explained this. Depending on how games were designed, it may or may not help. If a game is locked at 30fps, boost mode isn't going to make it go past that.
