No, it means "console exclusive" means more as a term and you can't just disregard it out of turn. This is a console exclusive, just like Nier Automata. It's not somehow less of a game to play on the PS4 now that it's coming to the PC. The recent copy of Yakuza Kiwami I purchased says Console Exclusive on the box, does that mean I could play it on an Xbox? No? Then it's console exclusive.

It is and it isn't, it's not just about throwing money at it. You want it to be small, have no power brick, be quiet, low TDP, reliability at every potential point of failure and not cost an arm and a leg. All those things don't come with just spending money.

It's impossible anyone is having a fine time with the PC version, everyone has the same computer they all perform and operate identically. I mean come on, it's entirely possible they DID have a decent time with Forza. My time with the Demo was flawless, it hitched in the menu but other wise performance was less than I expected at 1080p but still north of 60fps.
