The Developer Kits for *BOTH* systems shipped at (roughly) the same time. The Developers have had their PS3 kits, software tools and documentation as long as the Xbox 360 devs have had theirs.

A great deal of PS3 memory and CPU resources are reserved by the OS and NOT available to the game.
I *really* wish people would realize this reality. While they both have 512 MB (and +10MB on Xbox 360), the real difference is the difference in the reserved resources on the PS3.
