Of course it's common sense and it's also a beginning of a new generation. Completely redone engines aren't going to sprout out of nowhere, they're going to use what they have now aka. what was used last gen. RAM usage probably won't rise much this early thus: "Still Scratching Our Heads As To What To Do With It All" pretty much explains it all.

RAM is used for storage (in the case they're referring to.)
If their game isn't necessarily in need of a mass storage of video game assets, then the extra RAM capacity goes unneeded. As said before, games rarely go over 2GB of VRAM when @ 1080p with current gen games (for pc that is).
The extra RAM was put in to remove that specific bottleneck as the console ages.
Look at it this way. If it's that easy to get the game on the PS4, it'll be relatively simple the other way around.
It's a win-win for both PS4 and PC.
The 770 is a brand new card. Drivers probably need to mature a bit.

Because they're not powerful enough. You'd need atleast a GTX 680 (or AMD equivalent) to run BF3 on ultra with a steady 30fps on 4K res.
But I'm sure the common consumer doesn't want to pay $800+ for a console either.

I'm just gonna stick to PS4/PC for next gen. I'm even looking to sell my 360 S soon. MS is giving me issues with my XBL account and I just don't feel like dealing with it. Everything I need is either on PC or on Sony's platform.
PCs use DDR3 for system RAM because of lower latency. The reason for this is because a PC isn't only for gaming, it's running multiple processes in the background asking for resources. The resources need to be distributed in a timely manner and that's why DDR3 is used. The CPU rarely, if ever, hits DDR3's bandwidth cap.
