I don't think you know what GaaS actually means. The vast majority of games with a multiplayer component these days can be considered as GaaS with how liberally the term is used.

It's okay for studios to have their own client for in-house developed games. So Epic can have Fornite exclusive to EGS and it's absolutely fine just like how Valve has DOTA 2 exclusive to Steam.

It was on the Steam store and even got frontpage advertisement and was open to pre-order. Games are actually advertised as coming to clients and it's a thing that's commonly asked if it's not clear which client a game is releasing for.
To give a specific example South Park: The Stick of Truth development was taken over by Ubisoft and people were wondering if that would mean it was a going to skip Steam and go to Uplay so everyone asked for clarification.

I think I'd have the same opinion with Rare in that I'd rather they be working on something completely new. But if I'm forced I think I'd rather see Playground make it. Would love to see the seasonal changes in Forza implemented in a Fable game!
I'm most interested in Playground's next project (on the condition it's not another Forza title) since it'll really determine just how good the studio is. They've done brilliant work on the Horizon series and I believe their next project is going to be an open world game which has led to people believing its a Fable game. Personally I hope its a new IP because I think Fable has always been overrated but I think they'd do a better job with the series than Lionhead.

Played 3 MS games last year which were Forza: Horizon 4, Sea of Theives and State of Decay 2. Forza is solid and while you can definitely knock the latter two for their launch state they are good games.
One thing I'd say those games all do well if offering ways to be replayable. Also worth pointing out I got them all through game pass so they certainly provided something of value to gamers.
Can MS do better? Definitely, ...
