According to the article, as of March of 2016, MS was still looking for a developer to take over development of Phantom Dust. Knowing the timeline though, we can at least make some assumptions regarding its status.
1. It is cancelled and will never see the light of day.

Tim O Tim, I think I know what the system will look like. During Samsung's recent 4K QLED TV launch event, MS was on stage with them. They showed renders of the system in white, silver, and black, and they were standing upright in the image. It was shaped like an XB1S, with a raised X and a green jewel in the middle of it just like the OG.
Hopefully we'll see it on Thrusday though!

Uglyday, they hurt their player base by getting you play their game on PC? That actually adds to the player base since they sold you a copy of the game. MS makes little profit off of HW, yet they make tons off of SW. More money means more investment into Xbox as a brand. Nobody loses.
Ironically, the ram expansion pak only worked on games designed to support it, and didn't help with framerates on other titles. Not like a computer at all.
