Phil also said, in regards to having full DX12 in the XB1, that they knew what they were doing with DX12 when they built XB1. This statement ties directly into the R&D budget buletpoint above.

Nintendo intentionally shorted the Wii big-time. That way anytime anybody saw one they'd grab them. Working at Gamestop, they would send nothing for weeks, then dump a truckload all at once and everyone would buy them immediately because "demand" was so high.

Gareth, 1440p checkerboard is not 4K just because you played it on a 4k TV... that's not how resolution works, bud. Unless you are also saying that playing a 900p game on a 4k tv is also "in 4k".

Ignoring anything Phil said recently, or anything that devs have been saying, about Scorpio games looking demonstratably better than Pro games you'd be right. Of course, that means you're not right. Look at the facts:

It's almost certainly some form of Ryzen. It'll be interesting to see how MS handles the Scorpio's abilities when considering making older games look or perform better. Something like boost mode is almost a given at this point.
