Both Inquisition and Witcher 3 are quality games.

The fact this DLC was released the same day as the tremendously enormous Witcher 3 throws the money-grabbing and stinginess of the content into sharp focus.

As a huge fan of The Walking Dead but someone who found Tales from Borderlands to be hopeflessly dull and pointless and Wolf Among Us to be merely Good, I can see the points raised.
Telltale in particular are on the verge of ruining their schtick by doing the same thing too often.
That said I think Episodic content is a good idea but the release schedule needs to be set and regular. For example, it was something 3 months between Wolf Among us parts 1 and 2...

Great villains often have a textured, conflicted and almost likeable quality to them.
Father Comstock is a great example of such a villain as is Handsome Jack and Illusive Man.
The other type is someone who is really hate-able but these guys often come across as one dimensional. Vas from Far Cry 3 for example.

The US has been covered pretty well in Fallout from Washington to Vegas to Pittsburgh (DLC) and even a New Orleans type environment in Point Lookout.
If its has to be US, perhaps pick somewhere a bit more novel in US like Florida or Texas.
