If you look at metacritic, Forza 4 beats GT5 in both average reviewer score, and user/customer rating. So the people have spoken and Forza 4 wins according to the writer of this GT5 defending article (masked as a balanced view).
Back to reality, both games are great games, and as a lover of cars, I think each should have a place in our hearts. Neither is perfect and both have ups and downs, but both are good games.

1. Play old games: there are more great games than you have time to play, so pick up those games from last year that you wanted but never got around to buying. They are probably under 30$ now, and that is new. I get most of my games in the 20-30$ range.

Net gen is coming, and I think it will be announced next year for Sony and the Xbox. We will probably even get a Holiday release.
The thing is, neither company will confirm it now, because as soon as they do, people will stop buying current consoles and start saving.
The crowd is designed to be seen as you zip by at 200mph, not analyzed in high def closeups. This is the same for every racing game to date.

GT sells well because it has been around longer, it is incredible (but arguably no longer the best), and has a huge fan base built up due to the previous two points.
Forza is like BF trying to dethrone COD, it may be as good or better, but MW/GT has been around longer and is more synonymous with the genre.

Both look good, but Forza 4 has MUCH better scenery/backgrounds, and the lighting is more impressive in my books.
Cars, well I think they are comparable, so long as you compare premium GT5 cars. Safe to say that the other 700-800 GT5 cars are a FAIL, even compared to F3.

I find that more often than not, IGN's reviews are insightful, and when it comes to Metacritic, IGN tends to be spot on with their ratings.

I got Dirt3 and loved it. It may not have the quantity of Forza or GT, but it had tons of quality and was fun as hell.
