I don't think it had anything to do with the quality of the game. I think it was more to do with ND's realization that in order to monetize the game as a live service game, it was going to require 100% dedication from the studio, leaving no time to focus on other projects. ND did not want to be like Bungie, focusing only on a single title.

I think Xbox's downward trajectory was inevitable, regardless. Their console sales are still tanking. MS wasn't just going to allow the division to fail in perpetuity. I think all the Activision deal did was expedite the inevitable.
