It isn't a massive leap over the 3770k but the performance improvement for me will be significant.

Titans problem is that it isn't reaching the clockspeeds the other high end parts are. This is understandable because of the huge size of the die and faintly prototype whiff of the silicon revision which is why it is such a limited edition (10k units).
If nvidia have better revisions of the silicon and can also chop off some units they might also be able to do better on the clocks so that a cut down version isn't all that much slower than a full fat.
Weird. Back when Ps3 was launching there was a similar sort of sh7tstorm on the internet over various choices Sony made, like the cost because of the bluray drive etc. It almost certainly impacted sales of the machine early on.
This sort of ominous internet hate building up everywhere for the idea of an 'always on' console is really, really bad news for Microsoft, who benefitted from internet animosity directed at Sony this gen.

PS4 is a midrange PC by 2012 standards. 7850 launched in March 2012 and was absolutely midrange. The 7970, 7950, GTX680 and GTX670 are much, much faster and were all launched by the end of May 2012- virtually a year ago now!
A 7850 sits precisely in the middle of the current Radeon 7 series range hierarchy. It has been something like 18 months since 7850 level performance was considered 'high...

Be happy consoles are getting them game at all. PS4 is a lower midrange PC, why would you expect it to run a game created for hardware probably faster than PS4 to run so much better on it?

These consoles are sons of austerity. Cost is now incredibly important and hugely critical, much more so then when PS3 launched.

Whats the point in moaning when in about 2-3 years you'll be able to have system memory on PC knocking out over 300GB/s compared to about 25 now. You could dump whatever APU you want on a die and have loads of bandwidth to share in a unified pool should you so desire.

It varies game to game how well optimised they are but PC game optimisation has gotten better and better and will only keep getting better with better OS refinement, Direct3D advances and the fact the consoles are now x86 machines.
Certainly you do not need a massively more powerful PC to beat a console.

Various little inaccuracies in the report. All you need to know I guess is that the core is maybe 15 percent slower than a 7970M because of cut down CU units and clocks and less than half the performance of a full blown desktop standard 7970 I. e not the gigahertz edition which is even faster.
Memory bandwidth about the same as the 7970M because I have seen 20gb/s or so claimed to be used by the CPU which is roughly what you would expect.

Wii U's GPU is not hugely faster than Xenos in 360, which is over 7 years old.
According to the various info gleaned it has 320 unified units, 16 TMUs and 8 ROPS @ 550mhz.
In short those specs would show it is SLOWER than a Radeon 4650, less than half the TMUs- it has only 25 percent better pixel and texel fillrates than Xenos. Although the architecture is better elsewhere, it is by itself at most 50 percent faster than Xenos in practice.

I'll let you down gently, but absolutely best case scenario Wii u is twice as fast as PS3 and 360. It's GPU is certainly not more than this in terms of fill rates and it's CPU is no better than what is in said aging consoles. In reality it is maybe 1.5x current consoles.

Both can improve a bit. Early days for PS4, but also the elemental demo was first shown on PC 10 months ago and is dated as such on that platform as well no doubt.
Since then the new PC demo has moved on a little bit further with infiltrator to take advantage of newer hardware and advances in the engine.
UE3 was designed for the existing generation HD consoles, of which Wii U is quite closely matched to.
UE4 is really designed at the top end for next generation technology, like PC and PS4.
Both scale downwards to mobile.
However, so does windows 8. You can run windows 8 on a 10 year old machine designed for windows xp.
But you probably shouldn't...because you'll never get all the enhancements and it will be suboptimal...

Problem with that is that you can make a PC play like 90 percent of games ever made from Grim Fandango to Mario 64 to Metal Gear Solid to Half Life to Baldurs Gate.
Whereas PS3 can play maybe 1 percent. A decent PC can ironically play more PS2 games than most PS3 consoles out there AAAANDDD it can do it in HD resolutions which no PS3 can do. DOH!
