When they designed their new systems they weighted the GPU heavily as a cost cutting measure, and consumers are paying for it with garbage unstable 30FPS locks in a lot of games.

Technically, they don't actually need the money. They need investors who have the money. If they managed to convince some people, they very well could compete. Likely? Not in my (admittedly layman) opinion. Possible? Yes.
The trick would be, I think, to not bother trying to compete right out the gate, instead going for a limited run targeting population centers in the US and/or Europe to minimize risk, and if it catches on you expand from there.

Also it puts all my games in one place. See I have PS1, a PS2, a Sega Genesis, a N64, a Gamecube, a Wii, A PS3, an original Xbox, an Xbox 360 and about 6 different handhelds. It's much simpler to just stick everything on the PC and not need my livingroom to be a tangled mess of consoles and controllers (not to mention the various other benefits of using a fully functional emulator, like rendering at a higher resolution.)
Tell that to games like AC unity, Fallout 4, Watchdogs 2 and GTA 5 that bring modern consoles to their knees specifically because the CPU can't handle the complexity of the scene and the number of things it has to keep track of. Input latency. Even the best TVs are in the 25 to 30 ms delay range. Moniters sit in the 9 to 15 range. This is also why you'd use a moniter if you were serious about competitve gaming, even on a console.
