I got it during this sale. Not a bad purchase, actually. For a game with no score or any real point to it other than just burning things, it's pretty addicting.

It launched with about twelve games that apparently are not getting picked up. I imagine Nintendo expected the launch lineup to see more support than what it received, as did developers who had their eye on the platform.
It's a bad cycle; the system needs games to build up its userbase, but no one wants to make any games to strengthen said userbase because the userbase is too small.
It's a business thing. You can't just optimize a game, throw it out onto shelves and expect it to be picked up. Depending on development costs and expected sales, more third party developers would jump on board.

EDIT: It's also worth noting that the EDGE review could not really be considered deviant at the time because it was the only review to be read for a while. Meanwhile the Game Informer review was pretty much completely ignored.
They probably never optimized it for the Wii U. I would only see Nintendo adopting cross-buy if they had a lot of games that were shared across both platforms and so far the only game thus far that has it is a 3rd party Capcom game. I think Smash Bros. may be the only Nintendo developed game with both the 3DS and the Wii U in mind.

Library, price and marketing. Go to a Gamestop and you'll notice that the Wii U sections are typically quite small and unnoticeable.
Right now there is cheaper hardware with cheaper and more abundant software. There are aspects riding against the Wii U as far as attracting the general consumer is concerned. Depending on the situation, the previous generation can be outselling the new one due to its price and larger library.

A single console failure would not put them out of the hardware business, and that's assuming the Wii U over the course of the next five years becomes one. You would need a string of hardware bombings that lose Nintendo a lot of money.
