A game doesn't need even one original element to be "genre defining". I'm not saying The Division will end up being that, but originality has nothing to do with it.

Yup. Gameplay easily outweighs all other factors in a game imo. I need a good story to keep me going when reading a book, watching a movie, or playing a game with meh gameplay, but good to great gameplay is it's own reason for advancing through a game. It seems to me that people who feel otherwise must not enjoy very many games, since most have average stories at best.

If it was the undead variety of zombies I'd agree with you, but 28 Days Later style zombies would work just fine and would fit in with the terrorist bio-attack idea. Not saying the game needs them, but it wouldn't bother me if they were in there.
Donno about the community but he's a legendary figure in my personal gaming history, having produced titles that resulted in some of my best gaming memories.
