Why are people surprised about this? The game looks like a last gen game.
I'm just not that impressed by watch dogs. It has last gen graphics, and last gen physics. It's just so so to me.

The hardware doesn't prevent the developers from getting 60fps. You can make any game run 60fps on any hardware... it just depends on if you go for graphics or performance.
As the games get better and better graphics, you'll start to see lower frame rates and resolutions because of that.
I would take a 720p/30fps game if it's using good anti-aliasing and remains a solid 30fps, but looks like a CG movie, over a game that is 1080p/60fps that looks l...

I agree with all of these. I think I'm getting a little burnt out on open world games right now. GTA V, then Infamous Second Son, then Watch Dogs... it just gets stale after a while.
I think I'm gonna toss in a nice single player, story driven, linear game like an Uncharted or Max Payne again. There's only so much running around aimlessly I can stand sometimes. Sometimes I want the game to tell me what to do and where to go.
Plus, with Linear game...
If the developers want it at 30fps, then so be it. It's not the end of the world guys.
Does anyone have an issue with Watch Dogs running at a constant 30fps on PS4? The game runs perfectly smooth for me. However, the graphics suck so I don't know why they couldn't push better effects and lighting at 30fps, but maybe it's due to too many platforms to develop for.

These are some of the issues I used to run into all the time before I switched to console-only gaming.
I was tired of all the bad optimizations and driver issues on PC games.
I kinda like the PS3 version actually. I like the way the lighting looks. The PS4 version is too bright. It lacks depth.
GTA V looks better than Watch Dogs in every area except for resolution. I'd gladly take a lower resolution game if it means better lighting and physics.
GTA V is a marvel on last gen.

Umm.... no. Infamous Second Son looks waaaaaaaay better. The lighting in Second Son is top notch.
GTA V actually does have better lighting. It has realistic ambient lighting that Watch Dogs seems to be lacking.
In an alley way surrounded by buildings on either side should be darker than just being next to a single building in it's shadow.
What I mean is... like in a tunnel... the deeper you go, the darker it's going to get.
GTA V and Second Son have that technology but it seems like all of Watch Dog's shadows are one flat shad...
You will only get screen tearing if the game doesn't use vsync or has an adaptive vsync function.
A game running less than 60 doesn't necessarily mean it will tear. Just look at Second Son. No screen tearing, yet runs less than 60fps most of the time.
If he won't buy or play anything less than 900p, then that's pretty sad.
If a game has good anti-aliasing, a 720p image will look very very good. Obviously it isn't going to make it look like 1080p, but it will definitely make it hard to tell from a distance.
Anyone who wants to see what a game with good anti-aliasing looks like at 720p should just put in Infamous Second Son and change the resolution of the PS4 to 720p. Spoiler: It still looks gre...
Why o why: How come we never saw articles like "TLoU will run at 720p 30fps on PS3" or "Killzone 3 confirmed to run at 720p 30fps".
The resolution and frame rate were not typically selling points last gen. Last gen, gamers cared about how good the game was and how good it looked... not how many frames it could pump out or what resolution it was.
By the way... a game can look good at 720p 30fps... just look at TLoU.
It looks nice, but nowhere near a true next gen game. You can tell that this game was designed with the old generation in mind.
Just because the game is high res and the frame rate is 60 doesn't make it a next-gen game.
When I think of next-gen, I want huge changes in lighting, lots of grass and foliage and lots of tessellation instead of flat textures and a blade of grass here and there.
