By the way, those aren't next gen graphics. More like a last gen PC game with average lighting.
For me, a game starts to look next gen when the lighting is realistic.
Just because its unlocked, doesn't mean its going to run at 60fps most of the time. For all you know, it could be 30fps most of the time unless you look directly up at the sky.

Just because it doesn't run well on top of the line video cards, doesn't mean it's graphically demanding. They could've been optimized better and the fact that CoD even runs poorly on such an old engine just goes to show how little they care about PC optimizations.
Truth of the matter is... hardware doesn't make the games.
We learned that new IPs suck.
Coding to the metal means that they can use every ounce of power from the machine because they don't have to deal with Windows being in the way and they don't have to deal with hundreds of different configurations and compatibility issues.
It's like designing an add on for one specific vehicle will always be better on that vehicle than trying to design something that will work universally on all vehicles.
The PS3 was outdated a long time ago but look at what they were still able to achieve with it. GTA V and TLOU.

Nobody knows how it would've run on the PS4 without the 30fps cap.
tee_bag242 You can vsync a game with triple-buffering and it can still run at any frame rate between 1 and 60 (basically capped at 60).
Second Son by default is capped at 60 using triple-buffered vsync and that game can hover around 40fps which makes it really stuttery.
However, when you cap the frame rate at 30fps, you barely ever see a single out-of-place frame. The frame pacing is consistent and the controls stay the same no matter what is going on.
They could've delayed the ps4 and xone too.
