It's because many people who had at one point purchased PS2s now own PS3s, 360s and Wiis and don't use their PS2s anymore.
But yes, it's nearly impossible to measure that "active base" accurately (especially on a last-gen console which doesn't need an online connection like the next-gens...

Yes, and also because although their 1st party titles have certainly allowed them to secure a very nice position in the market, the longer-term battle relies much more on 3rd party titles.
So when there is prevalent market "speculation" that 3rd party titles don't sell well on the Wii, they need to come up with a way to make sure that the 3rd party developers' next games do not move to the PS360s.

I wouldn't put Capcom in the same boat as SE.
They decided in 2006 to pursue a multi-platform strategy, and after trying the 360 with Dead Rising and Lost Planet, they went all-out multi-platform. Also, they never announced "DMC is never coming to the 360", whereas SE did so with FF13. So, there's no inconsistency there. They make EVERYTHING multi-platform now.
And by that logic, if SE also began to pursue a multi-platform strategy for all their game...

Squaresoft, who used to be a first-party dev for Nintendo at the time and for many years prior to that, had grown tired of their policy because they had greater ambitions and they wanted to publish more than just one or two titles per year. In a digitally-distributed market, that term is going to crop up more and more. It basically refers to the process by which the distributor (PSN in this case) QAs the materials they submitted to make sure it won't case any technical issues once released.
It's basically an extra step that doesn't exist in the retail world, and something that's rather unpredictable in terms of how long it'll take. It's a bottleneck as well.

You're right, the PS3 doesn't get as much online PLAY as the 360, but the users connect to the PSN just the same. In fact, they HAVE to connect to the PSN every month or so for the firmware updates, so measuring the number of PS3 machines that connected to PSN (even if they're not using multiplayer for it) gives a very accurate reference point for the active user base.
