For a developer making PS4pro only games shows that they have a compleat lack of business sense. Most game developers know or at least should know that they can target a high-end machine but that may not be where the real money is at so you allow that same software to be run on lesser powered machines at an acceptable performance.
PC game developers have done this for years.
Most mobile games make their money through advertising, microtransactions and yes, you guessed it "pay to win". Personally, when I see "pay to win" in a game I normally delete it. Still, they are some games like Solitaire that don't have any of the above annoyances although I have noticed some versions that do.

Sony would know how many PS4's as well as their variants including the PS4pro they have sold. I am quite sure that even if most of the PS4 sales going forward are the PS4pro you would still have over 40 million potential customers that use the old PS4 that you as a developer would be stupid to ignore.

Personally, I would stick with your 1080p TV for a little while longer while keeping your eyes out for a 4K TV that you feel is good value for your money and not a "cheap" one. You must be aware of latency that HDR can introduce to gaming and too much latency will really spoil the gaming experience so do your homework.

You are quite right. If a game is designed such that only the render settings need be changed you can play some games at 8K. It all depends on what you like in games. On average most games are between 3GB and 15GB in size although AAA games can be anything from 25GB to over 50GB when patched and/or with DLC. Indie games can also vary considerably in size from a few hundred megabytes to upwards of 10GB or more.

I have a the CUH1200 PS4 model and it has mechanical buttons although I never use them preferring to use my controller to do everything. The original PS4 and PS3 also had touch sensitive buttons but from personal experience (my original PS3 still works well) they are cosmetically pleasing but not essential.
We all know that is illegal but if you got a (cough! cough!) a legitimate 4K HDR video on a USB stick it should also play on a standard PS4 since all PS4's now support HDR10 and HDMI 2.0a.

The PS4 browser performs much better than the PS3 browser and if you don't have another means of surfing the web they are better than nothing.
