Actually, the core fanbase of these titles is on the 360. Keep in mind, the 360 is the hardcore neckbeard ronery otaku's main console.
Cheap port production costs, and a dedicated fanbase are the reasons why there's so many shmups on the 360 (as well as other japanese niche games), as dgroundwater said.

If anything, I think this is comparable to Brutal Legend when it released. Marvelous games that, sadly, aimed at a core base that isn't big on sales.
As you said, this is a game that has a hunred years worth of Disney culture. It's aimed at those adults who loved cartoons back in the day (And heck, still do), but the adventure itself...
Honestly, you're overreacting about the PS3 port.
I played it on PS3 post-patch, and didn't had any problem with it (Aside from them textures).
It IS Japan, however, just looking at the game, I really doubt it'll be [insert generic anime fanservice here]. Don't get me wrong, fanservice itself doesn't bothers me at all, I'm just expecting Catherine gets the whole "mature relationships and sexuality" concept right.
In fact, it SHOULD get it right. The game revolves around said relationships, as well as the mental state of the main character, after all.
It's just Japanese costumers having awful taste, as always.

I think you're pretty right, we don't really see game worlds like the ones we saw back in the day, in games like Chrono Trigger. In fact, now that I think about it, the last time I was truly blown off by a game's setting, and how much care developers took on it, was Ar Tonelico (Although Nier deserves a special mention here, as well).
Also, about the combat, if you wanna see a game where you can do combos by mixing spells and skills, Final Fantasy: Crystal Chronic...

People can learn to play through tutorials and free modes. The fact that the game actually gets harder after you've spent a good deal of hours with it means it's just forgiving at first. It wants you to win and to get used to it.
