Lol, there's no correlation whatsoever. You don't need a high-end PC to run the CoD games on PC at all.
The Xbox One footage they showed of Ghosts literally looks like a current-gen game. Shouldn't be too hard to have "PC exclusive" assets (i.e. textures that are 5% sharper which you won't notice) in this case, lol.
Meh, even the PC versions of all the CoD games barely look better than the console versions when they're maxed out. I've played CoD1, 2, 4, WaW, MW2, Black Ops 1 and MW3 on PC, and when they're maxed out, they look pretty much identical to the console versions. The texture quality is probably a tad bit better, but that's it.
They really don't put much effort into it.
Actually, CoD1: United Offensive, CoD3, and WaW had vehicular combat.

I've played a lot of BF and CoD since the early/mid 00's... BF has always had tight controls and great gameplay.
Even though it's subjective, CoD hasn't really done anything to 1-up BF this time.
PS4 will have nice specs for what it is.

PS4 has a slower CPU with a low clock speed because of HSA. The CPU will be used for the most basic of things. Yeah it was revealed like a month or two ago that the engine isn't even new, it's just the same engine updated again.
Really the problem isn't totally the engine, just the fact that they don't ever make any huge upgrades to it.

As you said, when it comes to GPU's, who has the most "powerful" cards is a constant flip-flop between both companies. And honestly, I don't know anyone personally who has the cash to shell out $1000 every time they release their new high-end SKU's to proclaim they have the fastest card on the market, but I'm sure some people are like that. Those super-expensive GPU's don't matter to a vast majority of gamers.
Also the HD 8000 series already...
