Windows 8 is not bad. People just hate the Modern UI on PCs without touch monitors. Its actually a good OS under the hood. A lot of improvements were made that werent Modern UI.
The Xbox One isnt even released yet. At least wait till its out before claiming its bad...

Well said my man. Too many people hate on Windows 8 simply because of the Metro UI. The OS is actually really great, its just Metro that is clunky. Kudos and bubs to you for being one of the more rational and knowledgeable people to comment.
This wont happen unless game developers choose to make their games DirectX 11.2 only. In which case that is on the devs, not Microsoft. Devs always have the option of supporting multiple versions of DirectX, which can be seen with most PC games today. They let you choose which version to use.

So hate Windows 8 and Kinext 2.0 and dont purchase them if you dont like them. Kinect 2.0 being mandatory isnt necessarily a bad thing. One of the main reasons devs didnt utilize it and people found it a gimmick was because it was an optional add-on. Where is the motivation to develop features for something the majority of your audience will not use? What features is Windows 8.1 missing that Windows 7 has? A start menu? Dont like Metro? Bill Gates is not at the top... hes a non-executive chair. He doesnt oversee any day to day activities. In fact, a non-executive chairs duties are typically chairing the meetings of the board, organizing and coordinating the board's activities, such as by setting its annual agenda, and reviewing and evaluating the performance of the CEO and the other board members.
I would hardly say he is responsible for much of what happens in the Xbox division...

Which Im sure Gaikai will be awesome at delivering streamed video games. What Microsoft talks about when they say the cloud is not streaming video game services. Its powerful dedicated servers that can be customized by game developers for enhanced gameplay, AI, and physics. Obviously how its implemented and how effective it is depends on the connection to the server, the servers specs, the optimization of the code on the server, and what tasks its coded to compute.

Unfortunately that cant truthfully be answered. Same can be said for basically every app on a phone, tablet, PC or otherwise. Since it cant be measured, the only statistics a company or individual can go on is number of downloads and just hope that reasonably measures up to the number of users.

Fighting games are not nearly as technically difficult as an open world game or even a FPS. If anything its probably a good idea for Double Helix to start with a well known IP that is easier to produce.
Im not saying that there is no possibility for it to be screwed up by the devs, but there is less of a chance of it being terrible than if they jumped head first into something like Skyrim, Half-Life, etc... well known game series.
