The reason it looks blurrier ist that the second image is captured from a trailer. I think the second one looks way better and no LOD is great. Still buying no X-Box but Ryse looks pretty... even in 900p with half-poly-chars. Also people have said that the gameplay seems a lot better than it appeared in first presentations.
'Arguably' being the keyword here. I agree that both look really good but I prefer the real-time-gi-look over the candy-color-style. Wouldn't call out a clear winner in terms of looks just yet.

Define 'registered'. At most you have to perform a background check and the officials are by law required to delete the supplied information within 24 hours - nationwide. Maybe some counties have special regulations to keep it on file but most certainly not on an official basis. The dealer is required to keep your form on file but there is no registry. Unless I am growing at least one additional Eye, able to look at a different direction, I think the only thing massive about Second Screen will be the amount of overratednes. Companion-Apps and asynchronous multiplayer is a whole different thing, though.
