Because like NaughtyDog and Ninja Theory among others, Sucker Punch decided to do full studio performance; Mo-Cap and voice over, together.
The previous actor, Jason Cottle, is only a voice actor. I guess SP felt he couldn't deliver the physical studio performance they needed this time around. I think the new guy does a great job emulating Cole's original voice and the animations are levels of magnitude better than the first game.

I think the issue with PoP is that the team that made it is currently working on AC.
It's true, but that's likely the case for their own version too. But more recent versions would have better power management and do run cooler.
