Why do you read a video game review? To get a judgment of gameplay, the mechanics, bugs and execution.

1. The reason why certain games have been delayed is to release at the time when there is a greater number of hardware units out there. FIFA is going to release when its ready on all consoles and they can't just delay the 3DS version. Well, I'm not a Nintendo loyalist. I'm a core gamer interested in tactical RTS, turn based, and RPG. Both do RPG well, but I find that I have more choices for the other two for Nintendo. So, I stick with Nintendo because they tend to put out more games of the specific genre I like. If Sony had better reviewed RTS and turn based than just Disgaea and Tactics Ogre I'd give them a try.

The problem with the whole "don't buy used" argument is that it ignores two key aspects of the exchange:
1) As said above, any game you buy used was originally bought new.
2) Nobody seems to consider the fact that there are gamers that wouldn't buy or get to play any games AT ALL, if not for used prices.
